Proposition PA-365 would establish Project Allowance 365, a year-round community cleanliness and public health workforce program employing low-income and unhoused residents for 7–10 hours per week of paid neighborhood cleaning. Participants would receive weekly compensation on a restricted debit card usable only for essential needs and would work using body cameras and a geolocation app to ensure accountability. The measure would create a Workforce Academy providing training, equipment, showers, and laundry services. PA-365 aims to improve public health, restore community pride, and expand economic opportunity while supplementing existing city and county sanitation efforts.
